Lok Sabha passes “The Dadra and Nagar Haveli and Daman and Diu (Merger of Union Territories) B

The main motive of this bill is to merge both of the Union Territories, Dadar & Nagar Haveli & Daman & Diu. Both of these union territories are located in the western part of India. Before India achieved independence, these union territories were under the control of the Portuguese for a very long time. Daman and Diu attained freedom from the Portuguese in December 1961. From 1961-1987, Daman and Diu was a part of Goa & in 1987, Goa got the status of a state while Daman and diu became an independent union territory. Dadar & Nagar Haveli got independence from the Portuguese on 2nd August, 1954. From 1954-61, it was administered by a citizen’s council called Varishta Panchayat. In 1961, it became a part of India and was held to be a Union Territory.

Reasons for bringing this bill:

  1. The location of both of these territories are not only quite closer to each other but also they share lots of similarities in many areas such as the history, language, culture, administrative set up, their secretaries for various departments, Chief of Police, Chief Conservator of forest of both Union Territories and the officers of all India services posted by the Ministry of Home Affairs.

  2. The policies & development schemes of various sectors like Tourism, Industries, IT, Education too are similar.

  3. However due to too many roles of officers played by the same for two Union territories is an extremely taxing job & so to balance both they are available for both the territories on alternate days only which affects the availability of people & supervision of subordinate staff.

  4. There is also lot of duplication of work, inefficiency & wasteful expenditure, leading to unnecessary financial burden on the Government.

  5. Cadre management & growth progression of employees becomes quite challenging.

So to solve all these problems, this Bill is brought forth.

Changes the Bill intends to bring& has brought:

  1. To ensure quality in delivering services to the citizens of both the Union Territories.

  2. To enable the reduction of paper work & administrative expenditure

  3. To bring uniformity in policies & schemes, monitor schemes & projects easily & improve cadre management of employees.
